Managing Director

JJ is a commissioning and operations executive who turns strategy into disciplined field execution. He leads FQE Power across MEA, Europe, and the Americas, aligning owners, OEMs, and EPCs around readiness gates, risk registers, and QA/QC-driven procedures that move projects from construction to reliable operation.

With 25+ years managing complex, multi-disciplinary programs, he focuses on early constraint resolution, transparent reporting, and first-pass acceptance at startup.

JJ is known for compressing decision cycles, establishing accountable delivery rhythms, and building high-performing teams in mission-critical and power environments. His approach blends proven commissioning methodology with pragmatic site leadership—delivering safety, quality, and schedule without compromise.

Kimberly M. Boyle

Kimberly M. Boyle

Global Director of Operations

Kim leads global operations for FQE Power, translating strategy into repeatable field performance across pre-commissioning and commissioning scopes. She staffs and develops site teams, deploys standardized procedures and QA/QC, and coordinates logistics, vendor management, and controls to de-risk startup and protect schedule.

Kim is known for readiness gating that surfaces issues early, clear owner/OEM/EPC alignment, and end-to-end transparency from mobilization through handover.

Her track record includes scaling multi-site execution, improving OTIF performance under peak turnover, and driving clean closeout documentation—consistently balancing safety, quality, and throughput.

Judah Hiat, P.E.

Judah Hiat, P.E.

Senior Vice President Engineering

Judah brings 25+ years of hands-on commissioning and construction experience across power and process industries. He leads engineering standards and technical procedures—defining systems/subsystems, setting commissioning logic and readiness gates, and authoring acceptance criteria for steam blows, utilities, and balance-of-plant integrations.

Recognized for advancing low-pressure/high-volume steam-blow methodology, he improves cleanliness outcomes while minimizing risk to downstream assets and compressing startup timelines. Judah’s background spans project engineering and site leadership, building the check sheets, QA/QC frameworks, and field practices used across FQE Power projects globally.

He maintains Professional Engineer licensure and an Industrial Cleaning Contractor license, reflecting deep, practical expertise.

Michael McCarthy

Executive Vice President Business Development

Michael leads global business development for FQE Power, partnering with owners, OEMs, and EPCs from pre-FEED through commissioning to reduce risk and accelerate readiness.

An engineer-turned-commercial leader, he blends product and systems experience—BESS, power electronics, T&D, and CCPP—with rigorous pursuit strategy and execution. Michael is known for early-stage engagement, Voice-of-Customer discipline, and scope definition that anticipates operational constraints, interlocks, and acceptance criteria.

His career spans market entries, product launches, and M&A integrations, building repeatable frameworks and multi-year agreements that deliver measurable outcomes at startup. He operates comfortably across cultures and is bilingual in Japanese, enabling smoother stakeholder alignment in Asia-focused programs.

Randolph Williams, P.E.

Randolph Williams, P.E.

Vice President, Process Engineering

Randy is a chemical/process engineer with end-to-end commissioning leadership across petrochemical, mining, and power projects worldwide. He designs and executes procedures for steam and air blows, chemical cleaning, lube-oil and utility systems, and complex plant integrations—bridging FEED/BEP through performance testing and handover.

His portfolio includes phosphoric and sulfuric acid units, ammonia and combustion systems, boilers, furnaces, material handling, and BOP utilities, with international assignments in the Middle East, Asia, South America, and Europe.

Randy has presented at major industry conferences, published peer-reviewed work, and holds two U.S. patents for acoustic-sensor technology. He is a licensed Professional Engineer (FL, TX) and PMP-certified, with a reputation for field-ready solutions that protect schedule and equipment.
